Septic Tank Elimination Program

To address health hazards in our neighborhoods, the city is moving forward to convert many neighborhoods on septic systems to the city sewer system. Under the Septic Tank Elimination Program (STEP), the 18,000 high-priority homes will be taken off septic systems and connected to city sewers during the next 20 years.

To help fund STEP, the City-County Council approved a rate increase that will pay for all sewer construction in the public right-of-way. Property owners remain responsible for sewer connection costs on their property.


THE COSTS

STEP will cost the city an estimated $320 million to eliminate 18,000 septic systems during the next 20 years, and approximately $4 million to forgive outstanding debts under the old Barrett Law system. In Fall 2005, the city stopped using the state's Barrett Law for septic conversion projects.

For STEP project areas, the city's STEP policy will reduce the typical property owner's costs to connect to the sewer by approximately 50 percent.
