Market Street Ramp Project

Since the 1970s, the Market Street entrance and exit ramps to Interstates 65/70 have divided the near east side of Indianapolis. The ramps were built to accommodate traffic entering and exiting Market Square Arena (MSA). In July 2001, the city demolished MSA, leading the way for further development on the city's near east side and at the former MSA site.

Removal of the Market Street I-65/I-70 southbound entrance ramp will stimulate the revitalization and redevelopment on the city's near east side in the vicinity of the vacant MSA site. The steeply rising ramp extends from East Street to the interstate, a distance of three city blocks, dividing the neighborhood and providing a physical and visual barrier that reduces the potential for redevelopment in the area. The neighborhood east of the interstate has been somewhat separated from the central business district because of the ramp configurations.
The city of Indianapolis will remove the Market Street southbound entrance ramp and open up the city's near east side and the potential for redevelopment. The project is on track to be completed fall 2009.
“PROJECT OPEN MARKET” INTERSTATE RAMP CHANGES
INDIANAPOLIS – Drivers on the city’s Near-Eastside will notice several changes over the next few weeks as work on Project Open Market continues.
On or after Friday, October 31, 2008:
• The Market Street entrance ramp (also known locally as the “Ski Ramp”) to southbound I-65/70 will close permanently around noon. At this time, the contractor will begin preparation for the demolition of the ramp. The demolition is tentatively scheduled to begin Monday, November 10.
• The new Washington Street entrance ramp to southbound I-65/70 will open around noon.
• Market Street at Pine Street will close to thru traffic with local traffic only from Highland Street to Pine. This closure will allow utility relocation work in Market Street from Pine Street to Davidson Street.

What is Project Open Market?
Project Open Market is a city initiative to spur investment and create economic opportunity on the Near-Eastside by removing the Market Street I-65/70 interstate ramp and building a new interchange along East Washington Street. The project, financed mostly through federal grant dollars, will open up Market Street for new business opportunities and create a more pedestrian-friendly corridor that will better connect the Near-Eastside to downtown Indianapolis. The project is on track to be completed fall 2009.
