Mayor Ballard Announces Two Key Appointments
Kevin D. Taylor appointed Executive Director of the Local Public Improvement Bond Bank and David P. Reynolds appointed as City Controller INDIANAPOLIS – Today Indianapolis Mayor Greg Ballard announced two key appointments to his administration. Kevin D. Taylor will be the Executive Director of the Local Public Improvement Bond Bank and David P. Reynolds will be the new City Controller. Kevin brings over 18 years of investment experience to the administration and David has spent over 14 years in government finance.
"I promised the citizens of Indianapolis that I would appoint qualified people to every top position in the city," commented Mayor Ballard. "Kevin and David are perfect examples of fulfilling that promise."
Kevin began his career as Associate Director in the Public Finance Department of Standard & Poor's Corporation, then served as Vice President in the Municipal Research Department of Prudential Securities Incorporated. Most recently he held the position of Managing Director in the Tax-Exempt Fixed Income Group of AIG Global Investment Group where his responsibilities included being the head of credit analysis for the municipal bond portfolio.
David began his career as Public Safety Budget Analyst for the Indiana State Budget Agency , he then served as a Fiscal Analyst for the Indiana House of Representatives' Ways & Means Committee, and then as the Deputy Budget Director for the Indiana State Budget Agency. Most recently he was appointed by Governor Daniels to the position of Executive Director of the State Student Assistance Commission of Indiana.
