Department of Public Safety names new directors for emergency management, animal care & control

INDIANAPOLIS - Mayor Bart Peterson and Public Safety Director Robert Turner today announced the following appointments effective immediately:

• Col. James R. White, administrator, Marion County Emergency Management Agency (EMA).

White, who has served as the agency's deputy director, was most recently on military leave with the U.S. Army in support of Operation Iraqi Freedom. He replaces Steve Robertson, who moved out-of-state.

White has held a number of command positions in the U.S. Army, ranging commander of the 38th Division Artillery, an aide-de-camp to the Adjutant General of Indiana and director of surface maintenance for the Indiana Army National Guard.

In February of last year he was deployed in support of Operation Iraqi Freedom as the chief of the Reserve Component Division for the Multi-National Corps at Camp Victory. In September 2004, he became the assistant deputy commandant of the Army Field Artillery School at Fort Sill, OK.

White has extensive experience in security and emergency planning when he served as security planner in the Office of Special Events at the Pentagon for the 1993 World University Games, 1994 Soccer World Cup, 1995 World Rowing Championships and the 1996 Summer Olympics.

White also spent 20 years with the Indiana State Police, where he served as team leader of the Emergency Response Team, commander of the Indianapolis post and chief of the Capitol Police Department. He then served for more than six years as the deputy director of the Indiana Law Enforcement Training Academy.

A native of Richmond, Indiana, he earned a bachelor's degree in criminal justice studies from Indiana University and a master's degree from Butler University. His military education has included the Field Artillery Officer Basic & Advanced Courses, the Army Combined Arms Services Staff School, the Army Command & General Staff College and the Army War College.

• Leslie Fatum, JD, DVM, administrator, Animal Care & Control (IACC). An attorney,

veterinarian and former U.S. Air Force officer, Fatum was most recently general counsel for the Indiana Department of Workforce Development (DWD). She replaces Jeff Bennett, who left to work on housing and community development projects for the City of Indianapolis.

Before joining DWD, Fatum practiced labor & employment law with the Indianapolis law firm of Barnes & Thornburg and the Fort Wayne firm of Galluci, Hopkins & Theisen.

Before practicing law, she was a captain and public health officer in the Air Force, at Edwards Air Force Base, CA, where she led the decontamination team as part of the Space Shuttle Medical Recovery Team for three shuttle landings.

She also was the liaison officer coordinating response to A hantavirus outbreak with the Centers for Disease Control in an effort to identify and test potentially exposed individuals, a position that also required extensive collaboration with specialists from the U.S. Army Medical Research Institute of Infectious Diseases at Fort Detrick, MD.

Fatum was biology major at Loyola University of Chicago, a doctoral degree of veterinary medicine from Michigan State University and a law degree from the University of Chicago.
