He previously served as corporate services director for business development at the Indiana Department of Commerce and as a contract compliance officer for the City of Fort Wayne.
Banning holds a master's degree in information services from the University of Phoenix, master's degree in public planning from Indiana University-Purdue University Indianapolis and a bachelor's degree from Indiana University Purdue University Ft. Wayne.
He is a past member of the National Association of Workforce Agencies' Information Technology Committee and the Governor's Technology Leadership Council.
"Information technology is changing the way we do business," Clifford said. "Don Banning has a deep understanding of information technology performance metrics and how IT can enhance customer service. I look forward to working with our new CIO as we strive to make the positive changes that will add value to the way ISA delivers services to the people of Indianapolis and Marion County."
