Mayor names Burks, Lawrence to state stadium & convention building authority

INDIANAPOLIS-Mayor Bart Peterson today announced the appointment of two members to the new state stadium & convention building authority, which will oversee construction of a new multi-purpose stadium and the expansion of the Indiana Convention Center in downtown Indianapolis. Those appointees are:

Derrick Burks, managing partner, Ernst & Young. As managing partner, Burks oversees all operations and personnel at the Indianapolis office of Ernst & Young, the largest professional services firm in Indiana.

"Derrick Burks is one of our state's leading financial minds and will bring his years of expertise to moving this project forward and representing the people of Indianapolis," Mayor Peterson said.

Prior to joining the firm in 2002, Burks spent 24 years with the Indianapolis office of Arthur Andersen. He joined the office in 1978, was admitted into the partnership in 1991, and became managing partner in 2000.

There his experience included not-for-profit entities, start-up organizations, small businesses and large multi-location corporations including public companies requiring Securities & Exchange Commission expertise. He has served as an expert witness and has substantial experience with mergers and acquisitions.

A native of Indianapolis, Derrick graduated with distinction from Indiana University. He has been actively involved in community activities including Goodwill Industries, Boys Scouts of America, 100 Black Men of Indianapolis, Children's Museum, the United Way, Indiana Chamber of Commerce, Indiana Black Expo, Circle City Classic and the Greater Indianapolis Progress Committee. Burks is a member of the American Institute of CPAs and the Indiana CPA Society and is a former commissioner of the Indiana State Board of Accountancy.

Barbara A. Lawrence, treasurer & assistant secretary, Indianapolis Airport Authority. As treasurer of the airport authority, Lawrence oversees the budgeting, finance and accounting functions of the airport and the midfield terminal project.

Before joining the airport, she was city controller of Indianapolis, city government's chief budget officer, from late 2003 to January, 2005. She previously served as the director of the city's Department of Public Works, where she oversaw numerous multi-million dollar construction projects and the operation and maintenance of most of Indianapolis' basic infrastructure.

Lawrence also served as deputy director of the Indianapolis Bond Bank where she oversaw the completion of more than a dozen short- and long-term financing projects totaling more than $500 million. She formerly worked as a government services specialist with the Ice Miller law firm and held numerous leadership positions in state government under Governors Evan Bayh and Frank O'Bannon.

She received a bachelor's degree from Indiana University and a master's degree in business administration from Indiana Wesleyan University.

"Barbara Lawrence has been involved with some of the largest public works construction projects our city and state have ever seen," Mayor Peterson said. "She was part of my team that developed the stadium and convention center project and will be a great asset to the people of Indianapolis as it moves forward."

Peterson noted that there had been speculation by many that he would appoint Fred Glass, president of the Marion County Capital Improvement Board, to the authority, but that he honored Glass' wish to not be considered for the appointment.

"Fred has been working on this project for four years, including devoting his time and energy to virtually nothing else for the past year, and is one of the key reasons we're at this point," Peterson said. "As CIB president, Fred will be an active participant in the development of the project, but Gov. Daniels and the State taking control of this project affords him the opportunity he requested so he could concentrate on his law practice and spend more time with his family."
