City officials, IU School of Law to celebrate, discuss 35 years of Unigov
INDIANAPOLIS - City officials and the Indiana University School of Law-Indianapolis will celebrate the 35th anniversary of Unigov with a forum to discuss the conception of Unigov and how it relates to the future of Indianapolis.
The city is organizing the reception in conjunction with the Greater Indianapolis Chamber of Commerce, the Rotary Club of Indianapolis and the League of Women Voters. Featured speakers & guests will include:
• Former City-County Council President Beurt SerVaas (1970-2002)
• John L. Krauss, former Deputy Mayor of Indianapolis (1982-91); and director, Center for Urban Policy and the Environment, Indiana University Purdue University Indianapolis
• Deputy Mayor Jane Henegar (2000-present)
• Cynthia A. Baker, director, Program on Law and State Government, IU School of Law - Indianapolis
• A. Scott Chinn, counsel to Mayor Bart Peterson.

In 1969, Indianapolis Mayor Richard Lugar proposed a plan to unify many areas of local government. That same year, Unigov legislation was introduced and passed by the Indiana General Assembly and signed into law by Gov. Edgar Whitcomb.
The law took effect in January 1970. At that time, the City of Indianapolis expanded its boundaries to include all of Marion County. This consolidation was called unified government, or "Unigov." At the same time, many of the units of city and county governments, as well as many separate cities and towns, were consolidated into one civil government. Also, the City Council and the County Council were joined to become the City-County Council.
