Mayor to mark 35th anniversary of Unigov with League of Women Voters
INDIANAPOLIS - Mayor Bart Peterson will mark the 35th anniversary of "Unigov" tomorrow at a luncheon of the Indianapolis Chapter of the League of Women Voters (LWV).
In 1969, Indianapolis Mayor Richard Lugar proposed a plan to unify many areas of local government. That same year, Unigov legislation was introduced and passed by the Indiana General Assembly and signed into law by Gov. Edgar Whitcomb.
The law took effect in January 1970. At that time, the City of Indianapolis expanded its boundaries to include all of Marion County. This consolidation was called unified government, or "Unigov." At the same time, many of the units of city and county governments, as well as many separate cities and towns, were consolidated into one civil government. Also, the City Council and the County Council were joined to become the City-County Council.

Established in 1920, LWV was instrumental in educating women about the political process after the ratification of the 19th Amendment to the U.S. Constitution. LWV, on a nonpartisan basis, devotes significant time to the study of local community issues, such as campaign finance reform, juvenile justice and education policy.
With respect to Unigov, LWV has been known throughout Indianapolis for its Unigov Handbook, a guide to understanding local government units, which the league has printed and distributed to the public for many years.
