Mayor names Bob Clifford as new city controller
Barbara Lawrence to head financial affairs at Indianapolis Airport
INDIANAPOLIS-Mayor Bart Peterson announced today that Barbara A. Lawrence is leaving her position as Indianapolis city controller to become treasurer & assistant secretary of the Indianapolis Airport Authority. In that new role, she will oversee the budgeting, finance and accounting functions of the airport authority and the midfield terminal project.
Mayor Peterson named Robert J. Clifford, executive director of the Indianapolis Bond Bank since 2000, as the city's new controller. In addition to serving as controller, Clifford will stay on in an advisory role with the Bond Bank.
"Bob Clifford has been one of my most trusted advisors on major financial affairs and has what it takes to lead our city during these challenging economic times," Mayor Peterson said. "Bob's fiscal acumen and his experience in both the public and private sectors will help us manage city finances, save tax payers dollars and set Indianapolis on a sound financial track for years to come."
The city controller is the chief budget officer for the City of Indianapolis. The office also oversees purchasing, payroll and licensing for the city.
Clifford has led the Bond Bank, which buys and sells securities of certain qualified entities, such as city and county government and various municipal corporations, to lower their respective borrowing costs, for the past five years. He also served a stint as interim city controller when Kathy Davis resigned in 2003 to serve as Indiana's 49th lieutenant governor.
Before joining city government, Clifford, a certified public accountant, was vice president of the Indiana Municipal Power Agency (IMPA) in Carmel.
Before joining IMPA, he was an executive assistant to former Gov. Evan Bayh, where he was in charge of all government efficiency efforts. He previously was a nine-year veteran of Arthur Andersen, where he worked as an audit manager in its Indianapolis office.
Clifford received both a bachelor's degree in accounting and a master's degree in business administration from Indiana University. He is a member of the American Institute of Certified Public Accountants, Indiana CPA Society, and American Management Association and is a volunteer for Meals on Wheels.

Lawrence has served as city controller since late 2003. Before taking over as city controller, she served as the director of the Department of Public Works (DPW) during the third snowiest winter and single rainiest day in Indianapolis' history, as well as the September 2002 tornadoes.
She previously was deputy director of the Indianapolis Bond Bank and a government services specialist with the Ice Miller law firm, and she held numerous leadership positions in state government under Indiana Governors Evan Bayh and Frank O'Bannon.
She received a bachelor's degree in telecommunications from Indiana University and a master's degree in business administration from Indiana Wesleyan University.
"Barbara Lawrence has served the citizens of Indianapolis with distinction, and she is one of the people responsible for the great success our city has experienced in the past several years," Mayor Peterson said. "Although I hate to lose her at city hall, I know her talents will be of great service as we continue to improve and modernize our world-class airport."
