CONSOLIDATED CITY OF INDIANAPOLIS COUNTY OF MARION STATE OF INDIANA
EXECUTIVE ORDER NO. 4, 2002
ESTABLISHMENT OF INDIANAPOLIS DIVE OVERSIGHT COMMISSION
WHEREAS, in the past two years, two firefighters of the Indianapolis Fire Department (IFD) have tragically lost their lives in underwater dive training exercises; and
WHEREAS, in response, the City of Indianapolis has initiated a comprehensive independent review of the dive training procedures, protocols and safety measures of the dive teams of the Indianapolis Police Department (IPD) and IFD; and
WHEREAS, this review has been conducted by The National Academy of Police Diving (NAPD), a nationally-recognized organization specializing in dive training of public safety officers; and
WHEREAS, the NAPD has, upon the completion of its review, submit the results and its recommendations for the improvement of the dive training of public safety officers in Indianapolis in a written report to Robert Turner, the Director of Public Safety; and
WHEREAS, in consultation with the Director of Public Safety, the Chief of IPD and the Chief of IFD, along with other appropriate officials, the Mayor will evaluate the recommendations and determine how the dive training programs of IPD and IFD will be improved; and
WHEREAS, the commission established by this Order will be responsible for ensuring this implementation, along with the future review, evaluation and updating of the dive training procedures, protocols and safety measures of the Indianapolis Police Department and Indianapolis Fire Department; and
NOW, THEREFORE, by virtue of the authority vested in me as Mayor of the City of Indianapolis, Indiana, and as successor-in-interest to the Board of Commissioners of Marion County, Indiana, it is hereby ordered as follows:
- The Indianapolis Dive Oversight Commission (Commission) is hereby established.
- The Commission shall consist of the Director of Public Safety, who shall serve as the chair, the Chief of Police of the Indianapolis Police Department and the Fire Chief of the Indianapolis Fire Department. Members may also include any other person who is appointed by the Director of Public Safety.
- All appointed members of the Commission shall serve at the pleasure of the Director of Public Safety.
- The Office of Corporation Counsel shall designate an attorney to serve as counsel to the Commission.
- The Commission shall regularly review, evaluate and update all dive training procedures, protocols and safety measures as may be necessary from time to time.
- This Executive Order shall become effective immediately.
