EXECUTIVE ORDER NO. 3, 2002

ESTABLISHMENT OF THE MAYOR’S
ACCESSIBILITY REVIEW AND OVERSIGHT COMMITTEE

WHEREAS, July 26, 2002, marks the 12th anniversary of the enactment of the Americans with Disabilities Act; and

WHEREAS, the Americans with Disabilities Act opened the doors of our nation’s communities to persons with disabilities; and

WHEREAS, Indianapolis benefits from the social, cultural and economic inclusion of persons with disabilities through full participation by all people who represent all segments of our community; and

WHEREAS, Indianapolis celebrates the life and contributions of Justin Dart, the father of the Americans with Disabilities Act and a champion of the disability civil rights movement, who passed away on June 22, 2002; and

WHEREAS, as our community develops physically, socially, and economically, Indianapolis must continue to dedicate itself to the constant cultivation of universal access and inclusion; and

WHEREAS, in order to continue to ensure a universally accessible and inclusive community, we all must work together to evaluate vigilantly our programs, facilities, and procedures;

NOW, THEREFORE, by virtue of the authority vested in me as Mayor of the City of Indianapolis, Indiana, it is hereby ordered as follows:

  1. The Mayor’s Accessibility Review and Oversight Committee is hereby established.
  2. The Committee shall consist of at least twelve persons and no more than 20 persons, including the following six standing members who shall also serve as an Executive Subcommittee: the Coordinator of the Mayor’s Office of Disability Affairs, the Corporation Counsel, the Chief Litigation Counsel, the Controller, the City-County Public Access Counselor, and the City Universal Access Consultant. The remaining members shall include at least one representative from the Department of Public Works, the Department of Metropolitan Development, the Department of Administration, the Department of Parks and Recreation, the Indianapolis Police Department, and the Indianapolis Fire Department. Each departmental member shall be selected by the standing committee members in consultation with each department director.
  3. The committee members shall serve at the pleasure of the Mayor.
  4. The mission of the committee is to promote and ensure universal access in the City of Indianapolis by regularly reviewing and enhancing the departments’ Accessibility Plans so that inclusive and universally accessible facilities, programs, and policies are continually incorporated into the Plan on an ongoing basis.
  5. The standing members of the Committee may adopt rules and procedures to carry out its mission.
  6. The Committee is authorized to coordinate its activities with the officials of County government and with other municipal corporations in Marion County.
  7. This Executive Order shall become effective immediately.
