EXECUTIVE ORDER NO. 2, 2001

POLICY REGARDING THE PARTICIPATION
OF INDIANAPOLIS POLICE AND FIRE PERSONNEL
AND OTHER CITY EMPLOYEES
IN THE 2001 WORLD POLICE & FIRE GAMES

 

WHEREAS, beginning on June 8th, the City of Indianapolis will be the host city for the 2001 World Police & Fire Games (hereinafter referred to as "Games"), an international event consisting of nine (9) days of competition among ten thousand (10,000) athletes from police and fire forces across the globe, as well as numerous non-competition functions; and

WHEREAS, the City of Indianapolis, its Police and Fire Departments, and the community at large have a substantial interest in the success of the games, the promotion of physical fitness within the police and fire communities, and in the promotion of "the growth and development of Indianapolis, the State of Indiana and the United States of America," as stated in the Games Mission Statement; and

WHEREAS, the host organization of the Games (hereinafter referred to as the "Host Organization"), as well as the City and the community at large, stand to derive a substantial benefit from the participation in the Games by sworn personnel of the Indianapolis Police Department and the Indianapolis Fire Department, and other civilian employees of the City, serving as competitors and as volunteers during their normal hours of employment; and

WHEREAS, such participation serves to promote the City's and community's interests; and

WHEREAS, neither the Host Organization, the Games, nor the participation therein by competitors and volunteers, in any manner promotes religion, or attempts to influence legislation, governmental policy, or elections to public office; and

WHEREAS, the Host Organization is exempt from federal income taxation under Section 501(c)(3) of the Internal Revenue Code;

NOW, THEREFORE, by virtue of the authority vested in me as Mayor of the City of Indianapolis, Indiana, and as successor-in-interest to the Board of Commissioners of Marion County, Indiana, it is hereby ordered as follows:

  1. It is the policy of the City of Indianapolis and this administration to encourage sworn personnel of the Indianapolis Police Department and the Indianapolis Fire Department, as well as civilian employees of the City, to participate in the 2001 World Police & Fire Games as competitors and as volunteers for the benefit of the Host Organization.
  2. Such participation is deemed to be a service to the Host Organization, and shall be consistent with the rules established for the Games by the World Police & Fire Games Federation, the requirements of the Host Organization, and the provisions of this Executive Order, as follows.
  3. Participation in the Games by a sworn employee of the Indianapolis Police Department or the Indianapolis Fire Department, or a civilian employee of the City, during his or her normal hours of employment shall:
    1. be voluntary;
    2. occur only with the approval of the employee's supervisor; and,
    3. not be permitted during times or under circumstances where the result of such participation would jeopardize or unreasonably diminish the City's ability to discharge its duties with respect to the public safety, or otherwise.
  4. Such participation in athletic competition by a sworn member of the Indianapolis Police Department or the Indianapolis Fire Department during his or her normal hours of employment shall not exceed twelve (12) hours in 2001. Such participation as a volunteer by a civilian employee of the City during his or her normal hours of employment shall not exceed eight (8) hours in 2001.
  5. This Executive Order shall become effective immediately, and shall be RESCINDED automatically and without further Order from and after December 31, 2001.
