Election Process
Procedures ¨ Support for simplified election procedures and training of election officials.
Election Recounts ¨ Support for recount procedures which are equally available, specific, and uniform.
Candidate Nomination ¨ Support for the open primary system and the direct primary nomination of the Indiana Governor and of its U.S. Senators.
Redistricting ¨ Support for equal population in county commissioner districts. ¨ Support for the national position.
Voter Registration ¨ Support for laws which make registration and voting more accessible ¨ Support for implementation of the National Voter Registration Act
Fiscal and Government Policy
Local Government ¨ Support for a system of state-local relations which gives local units of government (county, city, town, and, in some instances, townships) freedom to deal with local problems within broad guidelines established on the state level.
Local Government Finance ¨ Support allowing cities, counties, and towns a variety of taxing options or alternatives for raising revenues to finance local governmental operations.
Motor Vehicle Licensing System ¨ Support for state operation of the motor vehicle licensing system, with guidelines to establish standards for operation, full disclosure of all collections and disbursements, and periodic auditing.
Property Tax Exemption ¨ Support for a fair and equitable property tax exemption system.
School Finance ¨ Support of equal access to basic, high quality education for all Indiana children and the recognition of state responsibility for attaining this goal.
Tax System ¨ Support for a broad-based, equitable, efficiently-administered tax system which provides adequate revenue for Indiana's budgetary needs.
Justice System
Juvenile Justice ¨ Support for rehabilitation and treatment as the primary goals of the juvenile justice system and for specific measures to achieve these goals.
Treatment and Rehabilitation of the Criminal Juvenile in the Justice System (Adopted 1997) ¨ Support for discretionary power for judges in deciding whether criminal juveniles shall be tried as adults. ¨ Opposition to capital punishment for juveniles. ¨ Support for sharing (by local and state agencies) of expenses for youthful offenders who must be detained away from home. ¨ Support for offenders' receiving all judge-mandated services while in detention. ¨ Support for requiring parental attendance at all juvenile proceedings and of parental financial responsibility for children's acts. ¨ Opposition to parental incarceration for children's acts. ¨ Support for physical separation of juvenile from adult offenders. ¨ Opposition to automatic release from detention upon reaching the age of adulthood, but support for a release decision based upon: (a) the crime committed, (b) the offender's mental / emotional status, and (c) lack of (or unfinished) rehabilitation. ¨ Support of shared payment (by state and local agencies) for prescribed services, such as psychological, job skill, or counseling services.
¨ Opposition to automatic expunging of records of juvenile criminal offenders. ¨ Support for a school principal's right to assign work or rehabilitation programs as an alternative to expulsion when a student has committed delinquent acts on school grounds. ¨ Support for adoption of "zero tolerance" policies (for such offenses as drugs and weapons) in schools. ¨ Support establishment by school corporations of alternative programs for educating disruptive criminal juveniles. ¨ Support for using a mix of parental, local, and state funds in order to provide continuing job- and life-skill training to juveniles expelled from school.
Pre-Trial Release ¨ Support for a program of pre-trial release that employs alternative release methods before resorting to financial security. (If financial security is necessary to ensure appearance for trial, LWV-IN supports the availability of a minimum 10% bail system in all courts in the state of Indiana.)
Unified Courts and Merit Selection of Judges ¨ Support for a unified court system for Indiana and merit selection of judges.
Natural Resources
Hazardous Waste Management ¨ Support for LWV-US position and support for continued monitoring of the management of hazardous wastes in Indiana, and of federal laws and regulations affecting Indiana.
Social Policy
Children at Risk ¨ Support for LWV-US position and for intervention on behalf of children at risk, including specific measures to achieve these goals.
Domestic Violence ¨ Support for LWV-US position and for various means -- especially legal procedures -- to combat the problem of domestic violence.
General Assistance ¨ Support for a state-administered program and state standards for eligibility, benefits, accessibility, and appeals, as well as for a program which is equitably and adequately financed.
Health Care ¨ Support of LWV-US position and of public funding for: health care planning, alternative facilities, the medically indigent, and prenatal care for the poor.
¨ Support for state standards for public health departments, nursing homes, and alternative facilities.
¨ Support for public funding for health care services in the home and community, including long-term care.
