The Covert Investigations Bureau supports the overall mission of the Indianapolis Police Department through the aggressive enforcement of laws involving narcotics, illegal gang activity, vice, organized crime, financial crimes, fire investigations, vehicle theft, identity theft and cyber crimes. The Bureau is comprised of the Organized Crime Branch and the Narcotics Branch.

Organized Crime Branch

The Organized Crime Branch consists of: the Organized Crime Section, Fire Investigations Section, Vehicle Theft Section, Cyber Crime Unit, and the Crime Action Team.

Narcotics Branch

Dangerous Drugs Section: Responsible for the investigation of drug cases focusing on the mid to upper level drug traffickers and organizations. The section identifies and works to dismantle criminal drug organizations and individuals that are importing, manufacturing, and distributing large quantities of controlled substances in the Indianapolis/Marion County area. Close working relationships exist with the DEA, U.S. Customs, ATF, and other federal agencies. Emphasis is placed on working with district narcotics units in solving neighborhood problems and violence reduction. The section is comprised of four drug units, a DEA Liaison Squad, Criminal Interdiction, the Prescription Fraud Unit, and the Drug Court Coordinator.

Metro Drug Section (MDTF): A multi-jurisdictional task force whose mission is to identify and arrest individuals or members of organizations that are selling, delivering, or storing illegal narcotics and/or weapons in Marion County and the adjoining counties. Member agencies include: Marion County Prosecutor's Office, Marion County Justice Agency, Indianapolis Police Department, Marion County Sheriff's Department, Hamilton County Sheriff's Department, Hancock County Sheriff's Department, ATF, and INS. Joint investigations often develop with the DEA, U.S. Customs, FBI, and the U.S. Postal Service. MDTF conducts long-term investigations concentrating on large-scale narcotics trafficking organizations in the Indianapolis area and to identify persons responsible for the importation of narcotics from source cities within the U.S. and foreign countries.

Drug Interdiction Section: The section is responsible for the interdiction of drug shipments entering the city via persons, commercial carriers, trucks, buses, etc.- Works closely with U.S. Customs.

Safe Streets Task Force Section (SSTF): The section's mission is to identify and dismantle criminal gangs within Indianapolis, Marion County. The Task Force conducts investigations that lead to the prosecution of those involved in criminal offenses under local, state, and federal laws. Special emphasis is placed on gangs that commit high impact violent crimes, including homicide, felonious assault, drug trafficking, extortion, and weapons violations. Member agencies include the Indianapolis Police Department, FBI, Franklin Police Department, Johnson County Prosecutor's Office, Johnson County Sheriff's Department, Marion County Sheriff's Department, and the Marion County Prosecutor's Office.

Vice: The Vice Section provides assistance to neighborhoods throughout the city in order to have an immediate effect on the quality of life. Comprised of day and evening squads, the section detectives enforce prostitution, gambling, public indecency, pornography, and underage drinking laws. Investigations are self-initiated as well as based on neighborhood complaints.
