Marion County Community Corrections Advisory Board MeetingJanuary 29, 2009
Board Members Present: Ryan Vaughn, Judge Lisa Borges, Judge Collins, Judge Salinas, Dennis Bender, David Wyser, Proxy for Prosecutor Brizzi; Eva Talley-Sanders, Proxy for Sheriff Anderson; Nicole Geller, Proxy for Zach Main; Dale Buwalda, Mike Wallman, Christina Trexler, William Carr, Robert Hill, Margaret Payne, Meshell Chapman,
Board Members Absent: Judge Marilyn Moores, Christine Kerl, Natalie Wolfe, Mayor Ballard,
With a quorum present, Ryan Vaughn called the meeting to order at 12:04 P.M.
Ryan stated that since there is no Board chairman at this time he would chair the meeting until the election of officers. Ryan introduced new Board members Judge Salinas, Judge Collins and Meshell Chapman. He welcomed back, Board member, Judge Lisa Borges.
Election of Officers:
Ryan Vaughn asked for confirmation of Patty Montgomery as Advisory Board secretary.
The motion was moved and seconded and Patty Montgomery is the Advisory Board secretary.
Chair then entertained nominations for Advisory Board Chairman.
A nomination was made that Judge Lisa Borges be the Advisory Board Chairman. Ryan then asked if there were any other nominations for Advisory Board Chairman of Marion County Community Corrections. With no other nominations, Ryan asked for a motion to approve Judge Borges as chairman.
The motion was moved and seconded and Judge Lisa Borges was elected as Advisory Board Chairman.
A nomination was made that Christina Trexler be the Advisory Board Vice Chairman. Ryan then asked if there were any other nominations for Advisory Board Vice Chairman of Marion County Community Corrections. With no other nominations, Ryan asked for a motion to approve Christina Trexler as vice chairman.
The motion was moved and seconded and Christina Trexler was elected as Advisory Board Vice Chairman.
Approval of Fairbanks Contract for Duvall Residential Center:
Tom Marendt introduced Jennifer Deiter to speak about the services in the contract. Jennifer said that Fairbanks offers substance abuse treatment to all offenders who come into the Duvall Residential Center.
Questions and answers ensued.
A motion was made that Drew change accountability clause to match the Workforce Inc. contract accountability clause and that is what the Board approves.
The motion was moved and seconded and the Fairbanks contract for Duvall was approved.
Approval of Workforce Inc. Contract at Duvall Residential Center
Judge Borges introduced Tom Marendt to speak about this contract.
Motion was made to approve the Workforce Inc. contract with the attachment given to the Board today.
The motion was moved and seconded and the Workforce Inc. contract was approved with the attachment.
Approval of Sentinel Offender Services Contract
John Deiter spoke about the Sentinel contract.
A motion was made by the Board to add to the attention of, Judge Lisa Borges, under Section 9. General Provisions 9.2 Notices.
The motion was moved and seconded and the Sentinel contract was approved.
Approval of Extension of G4S Contract
Tom stated that the contract is due to end at the end of this month. Tom then introduced Drew Carlson of Office of Corporation Counsel to speak.
Judge Borges asked for a motion to approve the G4S contract.
The motion was moved and seconded and the G4S contract was approved.
Annex Update
Judge Borges asked Tom Marendt to give an update as to the closing of the Annex. Tom informed the Board that there are no offenders at the Annex.
Tom stated that Community Corrections is still going to use the building for our intake and screening. Tom said that because of the way the lease is written Community Corrections may have to keep this building for awhile.
Old Business
Tom informed the Board that the NESCO contract ended this month and it was not renewed. Tom stated that he has incorporated that outreach with some of our employees. Tom said that he will continue to have an open relationship with the neighborhood.
New Business
Tom said that he received a call that the property that the Duvall Residential Center is on was put up for a tax sell in October of 2008. Tom said that in a tax sale a parcel number is used and not an address and hopefully this was the reason for the confusion. Tom stated that as of today he believes the matter has been resolved.
Approval of Board Minutes December 4, 2008
Judge Borges asked for a motion to approve the minutes from December 4, 2008.
The motion was moved and seconded and the Board minutes from December 4, 2008 were approved.
Approval of Board Calendar 2009
Judge Borges asked the Board if they would like to meet monthly. Judge Salinas would like to meet monthly.
Judge Borges proposed that a meeting be held in February and postpone the calendar until the meeting in February. Ethics training and committee make up will also be done at this meeting.
With no further business before the Board the meeting was adjourned at 1:19 p.m.
