Advisory Board Meeting

Board Members Present:  Judge William Young, Judge Lisa Borges, Eva Talley-Sanders, Proxy for Sheriff Anderson; Mark Renner, Proxy for Mayor Ballard;Jeff Preston, Proxy for Prosecutor Brizzi; Dennis Bender,  Dale Buwalda, Christine Kerl, Nicole Geller, Proxy for Zach Main; Judge Marilyn Moores; D. Michael Wallman, Christine Trexler, Natalie Wolfe, 

Board Members Absent:  William Carr, Robert Hill, Pastor Adreinne Holmes, Margaret Payne, Ryan Vaugn,

With a quorum present Judge Young called the meeting to order at 12:03 p.m.

Approval of Board Minutes from the Meeting of November 13, 2008

Advisory Board Chairman Judge William Young asked for a motion to approve the Board minutes from the meeting on November 13, 2008 meeting.

It was brought to the Board's attention that the minutes reflect that the meeting was adjourned and went into Executive Session, but, when discussion was continued in public forum there was nothing written to show that the meeting was continued open to a public forum.

Judge Young asked for a motion to approve the Board minutes with a line added that the meeting went out of Executive Session and returned to a public forum.

The motion was moved and seconded and the Board minutes from the meeting of November 13, 2008 were approved with a line added showing when the Board went back into a public session.

Judge Young then informed the Board that starting January 1, 2009 Judge Rosenburg, appointed Judge Collins and Judge Salinas as Advisory Board court appointees.

Judge Young said that at some point during this meeting he would resign as Chairman. Judge Young asked the Board if any of them had an interest in being the interim Chairman for the next Board meeting. Since no Board member showed any interest in being the Board Chairman, for the Janury meeting, Judge Young said that he will speak to Board members, Ryan Vaughn, and Robert Hill, about one of them chairing the next Advisory Board meeting in January with the Board's approval to do so. With no objections from the Board, Judge Young said that he will contact Ryan and Robert.

Judge Young and the Board then gave thanks to Interim Director, John Deiter, for stepping in as Interim Director of Marion County Community Corrections after the resignation and departure of Director, Brian Barton.

Judge Young then informed the Board that Les Duvall had resigned from his position on the Board. Judge Young asked that Mr. Duvall be invited to the next Board meeting in January so that proper farewells and appreciation of his public service be given to him.

Judge Young then introduced Tom Marendt who will be the next Executive Director of Marion County Community Corrections once approved by the City Council. Judge Young allowed Tom Marendt to make a few comments.

Judge Young then asked for a motion to approve Tom Marendt as the Interim Director of Marion County Community Corrections.

The motion was moved and seconded and Tom Marendt became the Interim Director of Marion County Community Corrections.

Judge Marilyn Moores abstained from the vote.

Presentation of Monitoring Equipment from Vendors

John Deiter introduced Mike Dean from G4S for his presentation. John informed the Board that Tim Barttrum, from Sentinel, would also be speaking.

Mike Dean informed the Board that G4S and Elmo-Tech, who also was suppose to be present at this Board meeting, have formed a partnership. Mike then continued to speak with the Board about the services that G4S would provide to Marion County Community Corrections.

Questions and answers endued.

John Deiter, then introduced, Tim Barttrum, who is the representative from Sentinel and services that Sentinel could provide.

Questions and answers ensued.

The Board then made a motion to accept the proposal of Sentinel.

Judge Young asked the Board to approve accepting the proposal of Sentinel.

The motion was moved and seconded and the Marion County Community Corrections Advisory Board will accept the proposal of Sentinel. The contract will be presented at the next Advisory Board meeting.

Addictions and Interventions Proposal for Females

Judge Young introduced Jenifer Deiter to speak on the proposal.

The component is for individuals who are medium to high risk and who have a substance abuse issue. The capacity is for twenty five (25) and Marion County Community Corrections is at capacity to date. One staff member will supervise the twenty five (25) females.

Questions and answers ensued.

Judge Young asked for a motion to approve the Addictions and Interventions Proposal for Females.

The motion was moved and seconded and the Addictions and Interventions Proposal for Females was approved.

Departement of Correction Grant Review 2009-2011

Judge Young introduced Mike Brown to speak.

Mike said because of his background with DOC he was asked to coordinate and facilitate any questions concerning the DOC grant application.

Mike brought to the Board's attention that Department of Correction is focusing on Evidence Based Practices. Mike said that this could be accomplished by focusing on client assessment and services along with monitoring the client. Mike said that the implementation of the LSI-R and an improvment in the client management system (Informer), Marion County Community Corrections now has the ability to look at client criteria to ensure that offenders are placed in appropriate program components and make sure that they are receiving appropriate interventions. This will allow the agency to look at outcome measures that meet specific needs.

Questions and answers ensued.

A motion was made by the Board for the Chairman to draft a cover letter and send to the Department of Correction.

The motion was moved and seconded and a cover letter will be sent to Department of Correction to approve the grant application.

Judge Young asked if there was any new or old business before the Board. With no other business before the Board, Judge Young asked for a motion to adjourn the meeting.

The motion was moved and seconded and the Advisory Board meeting was adjourned at 1:38 p.m.
