With a quorum present, Advisory Board Chairman, David Cook called the meeting to order at 1:03pm.
Approval of Board Minutes
Advisory Board Chairman, David Cook, asked for a motion to approve the Board minutes from the May 17, 2007 meeting.
The motion was moved and seconded and the May 17, 2007 meeting minutes were approved.
Approval of Juvenile Home Detention Transfer
Brian introduced Christina Ball from Marion County Superior Court Probation to speak about the transfer of Juvenile Home Detention from MCCC back to Marion County Superior Court Probation. She said that juvenile Home Detention was transferred from Juvenile Probation to Community Corrections in July 2005 as part of the Court/Probation merger. She also stated that due to increasing adult programming needs, Community Corrections has not been able to dedicate appropriate resources to the juvenile program and is willing to return the program to Probation. She stated the program could be transferred as soon as July 2007.
Questions and answers ensued regarding the juvenile home detention transfer.
Advisory Board Chairman David Cook asked if anyone from Marion County Superior Court had any statement that they wished to make. Robert Bingham stated that he supports the move back.
Advisory Board Chairman David Cook then asked for a motion to approve the transfer of the Juvenile Home Detention Program back to Marion County Superior Court Probation. The motion was moved and seconded and the transfer of the Juvenile Home Detention Program back to Marion County Superior Probation was approved.
Approval of Day Reporting Contract with Urban League
Brian spoke briefly about the contract. Brian stated that Urban League provided Community Transiton Program Day Reporting. He said that the capacity of the program is sixty (60) offenders at any given time and the contract amount is $236,337.50 per year.
Advisory Board Chairman, David Cook, asked for a motion to approve the contract of Day Reporting with Urban League. The motion was moved and seconded and the Contract for Day Reporting with Urban League was approved.
Approval of Female Day Reporting Contract with Craine House
Brian stated that there was not going to be any increase in money needed for Craine House. Craine House has a capacity of 25 offenders at any given time and the cost is $9.00 per day per client with an annual cost of $82,125.00 per year.
Advisory Board Chairman, David Cook, asked for any questions. Advisory Board Chairman also asked if the staff from Craine House had any comments.
Advisory Board Chairman David Cook asked for a motion to approve the contract of Female Day Reporting with Craine House. The motion was moved and seconded and the Female Day Reporting Contract with Craine House was approved.
Approval of Male Day Reporting Contract with Salvation Army
Brian spoke briefly about the contract and stated the program is flat lined dollar wise for 2007 – 2008. The capacity of the program is 25 offenders at any given time with a cost of $9.26 per client per day and an annual cost of $84,497.50 per year.
Questions and answers ensued regarding the male day reporting contract with Salvation Army.
Advisory Board Chairman then asked representatives from Salvation Army if they had any comments.
Advisory Board Chairman David Cook asked for a motion to approve the Male Day Reporting Contract with Salvation Army. The motion was moved and seconded and the Male Day Reporting Contract with Salvation Army was approved.
Approval of Family Living Program Contract with Craine House
Brian stated that Craine House is the national model for family work release centers. The Craine House is only one of seven family work release homes in the nation. The capacity of the program is six women and not more than eight children with a cost of $112, 673.76 per year.
Advisory Board Chairman David Cook asked for any questions. Floor was opened for questions and answers.
Advisory Board Chairman asked Craine House Representatives if they had any comments they wished to share.
Advisory Board Chairman, David Cook, asked for a motion to approve the Family Living Program Contract with Craine House. The motion was moved and seconded and the Family Living Program Contract with Craine House was approved.
Approval of Female Mental Health Contract with Volunteers of America
Brian spoke briefly about the difficulty in treating offenders with mental illness. Female offenders are taken out of jail and housed in a facility where they can be supervised and their medications can be monitored.
Advisory Board Chairman acknowledged Tim Campbell from Volunteers of America and allowed him to speak. Tim stated that one of the two beds they have stays full continuously. He said that the average stay is two months which allows the offender to become stabilized and receive the proper medication. Tim said that it is difficult for an offender to receive their medication in jail.
Advisory Board Chairman David Cook asked for a motion to approve the Female Mental Health Contract with Volunteers of America. The motion was moved and seconded and the Female Mental Health Contract with Volunteers of America was approved.
Approval of Male Mental Health Contract with Riverside Community Corrections Corporations
Brian stated that persons with mental illness do not function well in open dorm situations and it is difficult for these persons to receive their medications while in jail. The capacity of the program is two to four beds with a cost of $40.00 per day per client and an annual cost of $37,608.25 per year.

Advisory Board Chairman asked for a motion to approve the Male Mental Health Contract with Riverside Community Corrections Corporations. The motion was moved and seconded and the Male Mental Health Contract with Riverside Community Corrections Corporations was approved.
Approval of Midwest Psychological Center Contract
Brian spoke briefly regarding the Midwest Psychological Center Contract. They provide mental health services for the Correction Center. The annual cost is $23,920.00 per year.
Advisory Board Chairman David Cook asked for any questions.
Advisory Board Chairman asked for motion to approve Midwest Psychological Center Contract. The motion was moved and seconded and the Midwest Psychological Center Contract was approved.
Approval of Mental Health America of Greater Indiana
Brian stated that this was the first attempt for Marion County Community Corrections to try to assist offenders with history of mental illness. Mental Health America of Greater Indiana contract is $20,750.04 per year. The term of this contact is July 1, 2007 to June 30, 2008.
Advisory Board Chairman asked for motion to approve Mental Health America of Greater Indiana. The motion was moved and seconded and the Mental Health America of Greater Indiana Contract was approved.
Approval of Centurion Kiosk Agreement for Daily Reporting Program
Brian stated that this program is to make an offender more accountable. The offender is given a swipe card and then gives his fingerprint. The offender may be asked at certain times to give a drug screening. The offender also has a chance at the kiosk to say that they would like to see an officer.

Advisory Board Chairman asked for a motion to approve the Centurion Kiosk Agreement for Daily Reporting Program. The motion was moved and seconded and the Centurion Kiosk Agreement for Daily Reporting Program was approved.
Advisory Board Chairman then announced that business concerning agenda was concluded but he asked Brian to give an update on the Duvall Residential Center.
Duvall Residential Center
Brian stated that things were moving as fast as they could in preparation for the opening of Duvall. he said that kitchen equipment has been ordered. He said that as he gets a little closer to being able to open he would have an open house but also said that if anyone would like to see Duvall to give him a call. He said that he hopes to be open by late July.
Advisory Board Chairman then asked if there was any more old or new business to discuss.
With no more business before the Board the meeting was adjourned at 1:53pm.
