Approval of Board Meetings
Advisory Board Chairman, David Cook, asked for a motion to approve the Board minutes from the March 8th and the March 28th meetings.
The motion was moved and seconded and the March 8th and the March 28th meeting minutes were approved.
Approval of Purchasing Items for Duvall Residential Center
Advisory Board Chairman, David Cook, recognized Brian Barton as he discussed the purchase of bunk beds from the Bob Barker Company for $89,026.00 for the Duvall Residential Center.
Questions and answers ensued regarding the purchase of the bunk beds for Duvall Residential Center.
Advisory Board Chairman, David Cook, asked for a motion to approve the purchase of bunk beds for the Duvall Residential Center for $89,026.00.
The motion was moved and seconded awarding the Bob Barker Company the contract for the 350 bunk beds for the Duvall Residential Center in the amount of $89,026.00.
Brian also discussed the purchasing cap of $25,000.00. Marion County Community Corrections still needs to purchase a Security Camera System, PA System, Smoke Alarm System, and Kitchen Equipment installation, etc. He said that the cost of these items is going to exceed the cap of $25,000.00. He also made the Board aware of the importance of being able to purchase these items as soon as possible, so that the Duvall Residential Center could be ready for offenders and therefore, cut back the jail population. He asked for purchasing power of up to $75,000.00 for the Duvall Center only and anything above that amount would come back to the Board for approval.
Questions and answers ensued concerning the approximate amounts of each item.
Advisory Board Chairman, David Cook, asked for a motion to approve a purchasing cap of $75,000.00 for the Duvall Residential Center only and that any purchases above the $75,000.00 would be brought before the Board for approval.
The motion was moved and seconded and the purchasing cap of $75,000.00 for the Duvall Residential Center only was approved.
Voting Rights for Indiana Association of Community Corrections Act Counties
Advisory Board Chairman, David Cook, recognized Brian Barton as he discussed the voting rights for Indiana Association of Community Corrections Act Counties (IACCAC). He brought to the attention of the Board that after IACCAC reviewed their archives this year they show the Advisory Board giving former Director Julie Von Arx voting rights in 1992 and that is the last letter they have in their archives.
Brian asked the Board to designate him as a Marion County Community Corrections voting member for all Indiana Association of Community Corrections Act Counties (IACCAC) business.
Advisory Board Chairman, David Cook, asked for a motion to allow Brian to be a voting member of Indiana Association of Community Corrections Act Counties.
The motion was moved and seconded and on April 19, 2007 Brian was approved as a voting member of Indiana Association of Community Corrections Act Counties.
Edward Byrne Memorial Justice Assistance Grant Application
Advisory Board Chairman, David Cook, recognized Mark Smith as he gave a brief synopsis of the grant and the services that the grant will provide. He spoke about the goals of the program which will try to reduce the criminal recidivism associated with substance use and addiction related issues, while enhancing the overall well being of the community. The reduction in recidivism has a direct impact on the numbers of offenders incarcerated at Community Corrections, Marion County Jail, Jail II, and the Department of Correction.
Questions and answers ensued. Judge Young asked that in the future the Board be given grant applications before they are submitted.
Advisory Board Chairman, David Cook, asked for a motion to approve the Edward Byrne Memorial Justice Assistance Grant Application as submitted.
The motion was moved and seconded and the Edward Byrne Memorial Justice Assistance Grant Application was approved as submitted.
Contractual Proposal for Marion County Re-Entry Court
Brian asked that the contract for Marion County Re-Entry Court be tabled until the June 7th 2007 Board meeting.
Advisory Board Chairman, David Cook, asked for a motion, to approve the tabling of the Marion County Re-Entry Court until the June 7, 2007 Board meeting.
The motion was moved and seconded and the tabling of the Marion County Re-Entry Court was tabled until the June 7, 2007 Board meeting.
There being no more business before the Board the meeting was adjourned at 1:06 pm.
