Councillors Brown and Gray introduce proposal to regulate off-duty employment by public safety officers

Indianapolis Councillors Vernon Brown and Monroe Gray will introduce a proposal to regulate the off-duty work often undertaken by Marion County public safety officers at Monday's City-County Council meeting.  Proposal No. 300, 2008 establishes a unit for the supervision of "secondary employment," which involves off-duty public safety officers  providing security for private employers other than the City or County.  The purpose of Proposal No. 300, 2008 is further outlined in the attached statement from Councillor Brown.  (Attachment)

"This practice is not uncommon in public safety," stated Councillor Brown.  "Cities such as New York, Pittsburgh and Nashville use similar methods for tackling part-time employment and recovering taxpayer funds which are expended during private part-time employment. 

Councillor Brown welcomes the input of the Mayor, Public Safety Director, Fraternal Order of Police, fellow Councillors, and all citizens of Marion County on this proposed legislation.  He asks that all with an interest study the proposal and make recommendations on how to improve it in order to be good stewards of the scarce taxpayer-funded City resources.
