Councillor Franklin Sponsors Dog Violence Proposal
Indianapolis - Councillor Sherron Franklin will introduce a proposal on dog violence at the Monday, June 19, 2006, full Council meeting. After introduction, Proposal No. 370, 2006 will be assigned to the Rules and Public Policy Committee for a July public hearing and vote by the committee members.
This is the second attempt by Councillor Franklin to pass an ordinance to protect the public from dangerous dogs. Her first attempt was in September 2005, but the proposal failed due to lack of support.
Councillor Franklin said, "In light of the recent attacks I hope this proposal will receive more support than the one I introduced in 2005. We can’t continue to wait until someone is harmed before action is taken. It is time to be proactive in our efforts to protect the community."
Key provisions of the proposal:
-Requires dangerous dogs to be confined by the owner,
-Prohibits dangerous dog from being unrestrained or at large,
-Imposes a fine of up to $100 for violating the ordinance and seizure of the dog upon a third violation,
-Sets a limit of two (2) dangerous dogs per person, firm, corporation or organization, that is not a licensed kennel, and;
-Reintroduces a definition for dangerous dogs into the Code.
"This ordinance is a starting point and it is not set in stone. I expect amendments to be made along the way," said Councillor Franklin. "The proposal is not breed specific, but makes an addition to the laws that are already on the books to define a dangerous dog and restraints on its care and confinement, she said.
Copies of Proposal No. 370, 2006 are available at the Council office. There is also a special hearing on dog violence scheduled for tonight, June 14, 2006 at the City-County Building, Room 260 at 5:30 p.m. The hearing is to get feedback from the public that could be incorporated into the dog violence proposal. Individuals wanting to testify must sign-in with the clerk of the committee.
