The following restrictions are current or upcoming for the Indianapolis metropolitan region. Many restrictions listed below are dependent upon favorable weather conditions.
SIGNIFICANT "PROJECT OPEN MARKET" TRAFFIC CHANGES BEGIN
INDIANAPOLIS - Beginning Monday, May 19, 2008, the Indianapolis Department of Public Works (DPW) will close College Avenue (one-way northbound) to through traffic between Fletcher Avenue and Washington Street. As part of Project Open Market, this closure will last 24 hours a day, for approximately two weeks, while storm sewer construction work is conducted at the intersection of Washington Street and College Avenue.
Washington Street will also be reduced to four lanes (two eastbound and two westbound) 24 hours a day from College Avenue to Davidson Street during this two-week time period.
Other lane restrictions and traffic changes are expected throughout the summer as work on Project Open Market progresses east of College Avenue along Washington Street. DPW encourages residents and motorists to visit www.indygov.org/dpw/openmarket to sign up for e-mail traffic alerts.
DETOUR ROUTES
Drivers affected by the College Avenue closure should take:
• South Street (Fletcher Avenue) west to Delaware Street, Delaware Street north to New York Street, New York Street east to College Avenue
Drivers affected by the Washington Street lane restrictions should take:
• State Avenue north to Michigan Street, west on Michigan Street (westbound traffic)
• East on New York Street, south on State Street (eastbound traffic)
PROJECT OPEN MARKET
Project Open Market is a city initiative to spur investment and create economic opportunity on the Near-Eastside by removing the Market Street I-65/70 interstate ramp and building a new interchange along East Washington Street. The project, financed mostly through federal grant dollars, will open up Market Street for new business opportunities and create a more pedestrian-friendly corridor that will better connect the Near-Eastside to downtown Indianapolis. Work to Begin on I-465 Interchange
Left turn closures planned at I-465 SB ramps with Pendleton Pike
INDIANAPOLIS – Starting next week, left turn movements will be restricted at the I-465 southbound ramps with U.S. 36/Pendleton Pike. AT&T will be splicing new lines underneath the roadway that will require about two weeks of lane closures around their manholes. AT&T plans to have day and night crews working to complete the complex connections.
No later than the morning of Monday, May 19, traffic exiting I-465 southbound will not be able to turn left onto eastbound U.S. 36/S.R. 67 (Pendleton Pike). Westbound Pendleton Pike traffic will also be unable to turn left onto the ramp entering I-465 southbound. Large orange construction signs along I-465 and Pendleton Pike encourage through traffic to use East 56th Street as an alternate route around construction. The Indiana Department of Transportation anticipates the left turn restrictions will be lifted in early June.
The entrance and exit ramps that connect I-465 northbound with Rockville Road are scheduled to reopen before the Indianapolis 500 and the busy Memorial Day travel weekend. Motorists and commuters should anticipate construction delays and begin planning alternate routes. Posted detours will direct traffic to the nearby West 10th Street and Washington Street interchanges. During these few weeks, all entrance and exit ramps connecting I-465 southbound with Rockville Road will remain open.
INDOT also plans traffic flow improvements to ten busy intersections on the Westside for motorists seeking alternate routes. As early as Monday, May 5, road crews will begin work at two intersections, Rockville Road at Lynhurst Drive and Rockville Road at Washington Street. Road crews will build new or extended turn lanes at each intersection to prevent motorists turning left or right from blocking through traffic. Other intersections slated for improvement, in order, include:
- Kentucky Avenue and Lynhurst Drive
- Rockville Road and Girls School Road
- Rockville Road and Holt Road
- Girls School Road and West 10th Street
- Crawfordsville Road and Dandy Trail
- West 21st Street and Cunningham Road
- West 26th Street and Moller Road
- Washington Street and Girls School Road
As one of the first segments of I-465 ever built, the eleven miles of interstate between West 56th Street and S.R. 67/Kentucky Avenue cannot handle existing traffic volumes at peak periods. Accelerate 465 is a Major Moves corridor project that will add lanes to I-465 and reconfigure interchanges to promote the free-flow movement of traffic. Pedestrian crossings, noise barriers and other improvements will benefit nearby residents.
Gov. Mitch Daniels' Major Moves highway program capitalizes on Indiana's strategic location at the Crossroads of America by building a superior road infrastructure. When complete in 2015, nearly $12 billion in critical highway projects will have been built. This innovative plan will bring jobs to the Hoosier State and leave a legacy for Indiana to be a global leader in distribution and logistics.
In the next 30 to 60 days, the town will widen Dan Jones Road from about 10 feet to 12 feet from County Road 100 South to 200 South.

ACCELERATE 465 RESTRICTIONS
· I-465 northbound, between the Crawfordsville Road and 56th Street exits on the Westside, will encounter traffic shifts and narrow lanes with temporary concrete barriers along the outside shoulder for Accelerate 465 interstate widening.

· West 38th Street, in both directions near the I-465 interchange, will be shifted onto one side of the road with narrow lanes and closures of adjacent turn or ramp lanes. Oliver Avenue Bridge-Lane Closure
Due to a recent failure on the Oliver Avenue bridge, DPW Operations has closed the eastbound curb lane. This bridge is located on Oliver Avenue, near where Oliver, McCarty Street and Kentucky Avenue come together on the near southwest side. A portion of the spandrel wall (the side wall of an earth filled concrete arch structure)on the southeast end of this bridge has fallen off. The failure appears to be due to water infiltration. The closure will be "semi-permanent" as it will take some time to design and bid a repair and to secure the funds for the work. Between 100-150 feet of the eastbound curb lane will be closed. Since this is a four lane bridge, there is still one unobstructed eastbound lane open.
MARKET STREET RAMP PROJECT

Due to the relocation of communication lines for Project Open Market, the east (right) northbound lane of College Ave., and the two outside westbound lanes of Washington Street will be closed starting May 12, 2008 at 9:00 a.m. These lanes will remain closed 24 hours a day through May 17, 2008.

Dorman Street over Pogues Run will be closed to all vehicle traffic permanently. (DPW Project # CH-25-002). The vehicular bridge will be removed and replaces with a pedestrian bridge. Closure will occur on or after Monday January 28, 2008, (weather dependent) and will remain closed. The expected opening date for the pedestrian bridge is approximately mid to late May 2008. Street being closed: Dorman Street to Pogues Run, between Michigan Street and North Street.
