While the City makes every effort to lessen the costs of Barrett Law projects, there are three costs to property owners when the sanitary sewers are installed:

  • Barrett Law assessment
  • Connection cost
  • Sewer user fee

Barrett Law assessment

Properties receive one assessment for each platted lot. For unplatted lots, assessments are issued for every 125' of street frontage. This includes vacant lots.

There are several options for paying a Barrett assessment:

  • Lump sum following the completion of the project
  • Annual payments over a 10-year, 20-year or 30-year period
  • Monthly payments over a 10-year, 20-year or 30-year period

For those making payments, there is an interest charge added to the assessment. The interest rate mirrors the rate the City receives when it borrows money to fund the project.

Connection cost

Property owners have six months to connect to the new sewer, following the project's acceptance by the Board of Public Works. The City requires that a licensed contractor make the connection. Connection costs, which should include all the requirements to abandon the septic tank, average $15 to $20 per linear foot, with an average overall cost of $2,000 to $2,500. Sewer user fees

Once your property is connected to the sewer, you will begin receiving a monthly sewer bill. For a family of four, the bill averages $15.66 a month.
