City seeks interest in sewer and treatment plant operations and maintenance contract
INDIANAPOLIS - Today, Kumar Menon, Director of the Indianapolis Department of Public Works, announced the first step toward a new contract for the operation and maintenance of the city’s sewer and wastewater treatment plant by releasing a Request for Expression of Interest (RFEI).
The RFEI is intended to identify interest in the marketplace for the city’s procurement process as well as help the city gather important information for a formal Request for Proposal this coming winter. Potential proposers have until July 28, 2006 to respond to this Request for Expression of Interest.
The current operations and maintenance contract has been in place for 10 years, is held by United Water, and expires on December 31, 2007.
The city launched Mayor Peterson’s Clean Streams Healthy Neighborhoods Initiative in October 2005 to tackle the infrastructure and water quality issues caused by our century old combined sewer systems, thousands of failing septic tanks and critical drainage concerns.
While the city invests millions of dollars in these improvements, it is critical that the city continue to operate a sound wastewater management system and find ways to improve the day-to-day management of the expanding wastewater treatment plants and sewer and stormwater collection systems.
In order to secure a new contract, the city will follow state and local procurement laws, which encourage an open, fair and competitive process.
“This will allow the city to meet our goals of keeping day-to-day costs as low possible while protecting our water quality and critical community assets such as the wastewater treatment plants and Eagle Creek Dam,” said Menon. “The City encourages qualified proposers to come forward and start a dialogue.”
A Request for Proposal (RFP) will be issued late this year or very early in 2007. A new contract should be in effect beginning January 1, 2008. Any potential proposer may respond to the formal RFP once it is released.
