Industrial Pretreatment
The Department of Public Works (DPW) is responsible for oversight of the Industrial Pretreatment Program (IPP). This program is administered by United Water as part of the public ownership-private operation agreement with the City of Indianapolis, and works to minimize potential negative impacts on our sewers and wastewater treatment plants from industrial dischargers. DPW's oversight includes auditing of field personnel, the issuance of enforcement actions, and review of the permitting and inspection program.
The City is also part of the Environmental Protection Agency's (EPA) National Metal Finishing Strategic Goals Program. Through assistance offered to metal finishers by the City and the Program, the amount of hazardous metals in wastewater treatment sludge has been reduced. Participants in the Program have seen reduced waste management costs as they have met pollution prevention guidelines.
