Asbestos Program

The Asbestos program focuses on the proper abatement and management of asbestos from the renovation of a building or the demolition of a building. By inspecting over 300 asbestos abatement projects per year for compliance with the regulations, the City protects the public health of its citizens. Additionally, the program's educational outreach efforts provide information about proper asbestos management and prevent future problems from occurring.
Demolition of a regulated facility or renovation of a regulated facility without the required asbestos inspection and advance written notification of the demolition or asbestos removal could result in enforcement action and civil penalties against both the owner and operator.

Asbestos Removal | |
- Have the structure or portion of the structure undergoing renovation or demolition thoroughly inspected by an Indiana licensed asbestos building inspector.
- If asbestos is present, remove all Regulated Asbestos Containing Material before demolition or renovation. Asbestos removal in a facility which will be demolished or renovated requires ten (10) working days (Monday through Friday, including holidays) advanced written notification using the Indiana Department of Environmental Management's Notice of Intent form.
- If no asbestos is present at a facility, written notification using the Notification of the demolition is required ten (10) days prior to demolition so that an inspection by the City or State asbestos regulatory agencies may occur to verify that no asbestos is present.
All Notifications of Demolition and Renovation Operations* must be mailed or delivered to the following agencies:

* Residential structures with fewer than four (4) dwelling units which are owned by an individual in Marion County must only submit a Notification to the City of Indianapolis - Office Of Environmental Services.

Only Indiana licensed and locally permitted asbestos contractors may remove regulated asbestos material if the amount is equal to, or greater than three (3) square feet, three (3) linear feet, or three fourths (0.75) of a cubic foot. Regulated Asbestos Containing Materials in a residential structure may be removed by the owner (in lieu of an asbestos contractor) if the residence consists of four or fewer dwelling units. What happens if I do not comply?
Failure to comply with Indianapolis' asbestos regulation may result in fines ranging from of $2,500.00 to $10,000.00 per violation per day. Failure to comply with State and Federal regulations may result in fines of $25,000.00 to $27,500.00 per violation per day.
