Randal A. Collins, Director of Operations and Training

Randy began his career with the Emergency Management Division in November of 2002 as a coordinator. He was promoted to his present position in September of 2005. Randy is responsible for planning, training, and exercise as well as daily operations which include managing the Emergency Operations Center, the tornado siren program and the critical infrastructure program.

Prior to being hired with the City of Indianapolis, Randy spent 2 years the the Indiana State Emergency Management Agency (now Indiana Department of Homeland Security) as the Emergency Operations Center Coordinator. He also spent two years as a police / K-9 officer with the Mooresville Police Department. Additionally, Randy has twelve years serving in the United States Marine Corps, six years active and six years reserve, as a mortar man, Scout-Sniper platoon leader, and urban warfare instructor.

Randy is certified through the Indiana Department of Homeland Security (IDHS) as a Professional Emergency Manager and has had several in service courses through IDHS, FEMA, and the Office of Domestic Preparedness. Randy also has earned a Bachelor of Science degree in law enforcement from the University of Indianapolis. He participates as a guest instructor for IDHS and has been employed as a consultant on Homeland Security issues for the Titan Corporation. Throughout his public safety career, he has participated in response and recovery efforts to 8 Federally declared disasters and emergencies.

Randy is originally from Greenwood and now lives on the south side with his wife and two children.
