About the Division of Equal Opportunity (DEO)

The Division of Equal Opportunity is a City of Indianapolis agency established by the administration of Former Mayor William Hutnut to combat discrimination in the workplace.

Chapter 16 of the Code of Indianapolis and Marion County, Indiana enforced by the Division of Equal Opportunity prohibits discrimination in employment based on race, color, sex, religion, national origin or handicap. DEO has a responsibility to fairly and accurately investigate and determine whether there is a reasonable cause to believe discrimination occurred. If we believe an employer is violating the law, we make a determination and initiate action to stop the discrimination. In some cases, the employer agrees to make certain changes to its workplace. We also investigate complaints in public accommodations, housing, education and employment. 

The Equal Opportunity Advisory Board is an administrative agency of local government, with the responsibility to exercise its independent collective judgement on matters before it and provide advice and recommendations to the Mayor. The Advisory Board also reviews appeals regarding the Minority and Women Business Enterprise Program.

Board members are appointed to serve a one, two, or  three year term. A board member may serve on a committee which are divided into areas of Contract Compliance, Adjudication, Internal Employment Practice and Ordinance Review.

Advisory Board meetings are held bi-monthly on Thursdays from 4:00 p.m. to 5:30 p.m. in Suite 107 of the City-County Building. Meetings are open to the public and public participation is encouraged.
