Staff Biographies
David Baker, Administrator
David received his Bachelor of Architecture from the University of Texas at Austin and his Master of Community Planning and Area Development from the University of Rhode Island. He began his career as a neighborhood planner in Augusta, Georgia. He has also been a Senior Planner in Fort Wayne, Indiana where his work included neighborhood planning, urban design, community development, and historic preservation. David joined the IHPC staff in 1984, and has been its Administrator since 1988.
Meg Purnsley, Senior Architectural Reviewer
Meg received a Master of Fine Arts in Historic Preservation from the Savannah College of Art and Design and a Bachelor of Science in Interior Design from Southern Illinois University. Before accepting her current position as an Architectural Reviewer in September of 2000, Meg worked for two years with the Illinois Main Street Program as a Main Street Designer.
Shannon Hill, Preservation Planner
Shannon received her Master of Science in Historic Preservation from Ball State University. She also holds a Bachelor of Arts in communication from the University of Tulsa. As a graduate student, Shannon interned with the IHPC and wrote her thesis on the Indianapolis Home Show and its Centerpiece Homes. Prior to joining the IHPC staff in June of 2006, she was the Survey Coordinator at Historic Landmarks Foundation of Indiana for four years.
Ashley Rosenthal Payne, Architectural Reviewer
Ashley holds a Bachelor of Arts in Art History from the University of Texas at Austin and a Master of Science in Historic Preservation from Ball State University. A native of Texas, Ashley moved to Indiana in 2004. Before accepting her position with the IHPC in June of 2006, Ashley completed an internship with Near North Development Corporation in Indianapolis.
