Consolidated Plan

The Five-Year Consolidated Plan is a requirement of the U.S. Department of Housing and Urban Development (HUD), Community Planning and Development Division in order for the City of Indianapolis to receive federal funds, including the Community Development Block Grant (CDBG), Home Investment Partnership Program (HOME), Emergency Shelter Grant (ESG), and Housing Opportunities for Persons with AIDS (HOPWA).  It also serves as the City of Indianapolis' five-year strategy for housing and community development.
