Community Development Goals & Strategies

In order for the City of Indianapolis to receive federal funds, including Community Development Block Grant (CDBG), Home Investment Partnership Program (HOME), Emergency Shelter Grant (ESG), and Housing Opportunities for Persons with AIDS (HOPWA), it must complete a five-year Consolidate Plan which outlines its housing and community development strategy.

Each year an Annual Action Plan is created to direct the implementation and administration of the federal funds which the City has received.

A yearly Consolidated Annual Performance and Evaluation Report (CAPER) details how federal funding was received and expended.
