Local Grants & Loans
The City of Indianapolis Brownfields Program and the Local Initiative Support Corporation (LISC) provide financial assistance for assessment and/or remediation of Brownfield sites through the
Indy / LISC Neighborhood Brownfield Initiative.
Eligibility
Not-for-Profit entities or for-profit entities that have a not-for-profit [often a Community Development Corporation (CDC)] sponsor are eligible for grant awards.
For-profit and not-for-profit entities are eligible for loans.
Award Amount
The maximum award amount for either the grant or loan is $10,000 per applicant from the City's HUD Community Development Block Grant (CDBG) funds. The grant requires a dollar for dollar match by another entity. The dollar for dollar matching contribution may come from the applicant, LISC, a CDC, or any other entity.
Eligible Activities
Eligible activities include both environmental assessment and remediation activities. Some examples include Phase I and Phase II environmental assessments, underground storage tank removal, and soil excavation and removal. Projects with an identified end re-use with direct public benefit will be given special consideration.
Application Deadline
We are accepting applications on a rolling basis for 2008 pending funding availability.

Indiana Brownfields Program awards various grants and loans for Brownfields redevelopment.
- Stipulated Assessment Grant (SAG)
Eligibility
Local government entities are eligible for SAG funding. Private parties are also eligible as co-applicants with a municipal applicant.

Award Amount
A municipal applicant may receive up to $100,000 in SAG funds per grant round.
Eligible Activities
Environmental investigation activities at identified Brownfield sites are eligible for funding. Phase I/Phase II site assessments, asbestos and lead-based paint surveys are eligible activities for funding.

SAG Application
- Stipulated Remediation Grant (SRG)
Eligibility
Local government entities are eligible for SRG funding. Private parties are also eligible for funding as third-party beneficiaries.
Award Amount
A maximum of $300,000 is available per applicant. This may be divided among different sites if necessary.
Eligible Activities
Hazardous substance remediation at Brownfield sites are elible for SRG funding.

Petroleum Remediation Grant (PRG)

Eligibility
Local government entities are eligible for PRG funding. Private parties are also eligible for funding as third-party beneficiaries.
Award Amount
A maximum of $250,000 is available per applicant.
Eligible Activities
Petroleum remediation activities at Brownfield sites are the only activities eligible for PRGI funding. A site assessment (Phase I) must be completed prior to applying for PRGI funding.

PRG Application
- Low Interest Loan Incentive (LILI)
Eligibility
Local government entities are eligible for LILI loans. Private parties are also eligible for LILI loans as third party recipients.
Award Amount
2.5% to 3.0% interest rates are available for loans, with a maximum loan amount of $700,000. Maximum loan amounts vary.
Eligible Activities
Any site investigation, remediation and/or demolition activities at Brownfield sites are eligible for LILI loans.

Federal Grants & Loans
Brownfield grants/loans administered by the Environmental Protection Agency (EPA) are available only to state and local government agencies. Grant funding received by government agencies is used to redevelop brownfields in your community and/or state, therefore benefiting all citizens of Indiana.
The City of Indianapolis Brownfields Program recently received a 2005 EPA Community Wide Brownfields Assessment Grant. The grant work plan focuses on assessing three areas of Indianapolis including the Fall Creek Place neighborhood, the LaSalle Park Area, and the Monon Trail greenway corridor.
