Community Development

The Division of Community Development, within the Department of Metropolitan Development, administers grants made available from the U.S. Department of Housing and Urban Development (HUD). In doing so, the division completes reports and works to help its project sponsors remain in compliance with HUD regulations.

Community Development largely divides its staff into teams to handle each of the entitlement grants received by the City. Each team is responsible for writing the performance-based contracts, monitoring each project, and completing all financial work and accounting for its respective grant.  The division's compliance team assists with the task of ensuring that construction projects are meeting code compliance standards on both a long-term and regulatory basis. The remainder of the staff manages other competitive grants or manages other construction projects that coincide with the five main grants in the division (CDBG; HOME; Continuum of Care (CoC); HOPWA; and ESG.)

    LEGAL NOTICE OF PUBLIC HEARINGS
     To all citizens, agencies and interested parties:
     Notice is hereby given that the City of Indianapolis will hold a public hearing to announce the results of its 2009 Neighborhood Survey and release the 2009 Application for Federal Funding in accordance with the preparation of the 2009 Action Plan.
     The meeting will be Monday, June 23 starting at 10:00 AM at the Madame Walker Theatre Center, 617 Indiana Avenue. There will be an application training session held immediately following the presentation.
     The Annual Action Plan is the framework for the allocation of funding for the following federal programs: the Community Development Block Grant funds that benefit low and moderate income people, eliminate slum and blight or meet an urgent need; the of Home Investment Partnerships funds that provide affordable housing for low and very low income people; the Emergency Shelter Grant funds that provide shelter, essential services and homeless prevention; and the Housing Opportunities for Persons with AIDS funds that provide housing and supportive services to individuals with AIDS.
     Individuals requiring reasonable accommodations for participation in this event, such as interpreters or transportation, should contact the Department of Metropolitan Development at (317) 327-5899 or TDD at (317) 327-5186.  Where a significant number of non-English speaking residents are expected to attend, a translator will be employed.  Please provide a minimum of 72 hours notification.
