Report an Abandoned Property Issue

Welcome to the Abandoned Housing Initiative Website!

Abandoned and vacant houses are unsightly and attract activity that is detrimental to the quality of life in our neighborhoods. To combat this problem in Indianapolis, Mayor Bart Peterson announced the war on abandoned houses in February 2003. 

Since then, the city has worked to assess the problem, implement policy changes to speed up the process of moving abandoned houses towards redevelopment, and create long and short-term strategies to tackle the issue.

As part of this initiative, the city developed for the first time a comprehensive inventory of vacant houses. This inventory included an assessment of the existing structure, site conditions and other data that could be used to by developers, community development corporations (CDCs) and neighborhood groups interested in redevelopment opportunities.  Additional information about the Vacant Housing Project can be found on this website.

Other components of the initiative include:

  • creating a "Top Ten" list of the worst violators and taking legal action to hold these negligent property owners accountable;
  • utilizing the expedited tax sale process to move abandoned properties more quickly through the system and get them in the hands of CDCs to redevelop; and
  • cutting down on blight by initiating proactive and regularly scheduled clean-ups of vacant properties that are unkempt and ill-maintained.
