Staff Biographies

David Baker, Administrator

David received his Bachelor of Architecture from the University of Texas at Austin and his Master of Community Planning and Area Development from the University of Rhode Island. He began his career as a neighborhood planner in Augusta, Georgia. He has also been a Senior Planner in Fort Wayne, Indiana where his work included neighborhood planning, urban design, community development, and historic preservation. David joined the IHPC staff in 1984, and has been its Administrator since 1988.

Meg Purnsley, Senior Architectural Reviewer

Meg received a Master of Fine Arts in Historic Preservation from the Savannah College of Art and Design and a Bachelor of Science in Interior Design from Southern Illinois University. Before accepting her current position as an Architectural Reviewer in September of 2000, Meg worked for two years with the Illinois Main Street Program as a Main Street Designer.

Amy Bear, Senior Architectural Reviewer

Amy received a Master of Science in Historic Preservation from Ball State University and a Bachelor of Art from Purdue University. She served as Indianapolis' Preservation Planner from 2001 to 2004 before moving briefly to Texas where she worked as a Main Street Manager for the City of McKinney and Heritage Preservation Officer for the City of Plano.  She rejoins the City of Indianapolis now as a Senior Architectural Reviewer.

Ann Steadham-Ray, Senior Architectural Reviewer

Ann received her Bachelor of Architecture degree from Pratt Institute in Brooklyn, New York, her Master of Science in Urban Affairs from Hunter College (CUNY) in New York City and her architectural license from New York State. Before returning to her hometown and accepting her current position as a Senior Architectural Reviewer in 2008, Ann worked on numerous residential restoration projects in historic neighborhoods throughout the New York City metropolitan area. Ann also served as an Assistant Professor in the New York City College of Technology's Architectural Technology Department.

Ashley Rosenthal Payne, Preservation Planner

Ashley holds a Bachelor of Arts in Art History from the University of Texas at Austin and a Master of Science in Historic Preservation from Ball State University. A native of Texas, Ashley moved to Indiana in 2004. Before accepting her position with the IHPC in June of 2006, Ashley completed an internship with Near North Development Corporation in Indianapolis.
